ORA-12514: TNS:listener does not currently know of service requested in connect descriptor /ora-12505 tns listener does not currently know of sid

If you intend to connect with service name XE, edit your listener.ora to look include the XE name. Sample below

Open your command prompt as administrator and Run 
lsnrctl restart
lsnrctl reload
